ADVOCACY
There
are two levels of advocacy that MASIPAG involves itself in:
Internal
advocacy (within the network) and more focused on awareness
raising and supporting local actions or mobilizations;
External
advocacy (outside the network) and focused on articulating
the network's discourse and in influencing the direction of the
national and local "mainstream" like the local government
and government agencies, congress, media, public, etc.
MASIPAG
consciously looks at the "advocacy climate" and finds
groups which have initiatives that will be complimentary to what
MASIPAG intends to do.
MASIPAG
focuses its advocacy on issues that directly and/or indirectly
affecting the lives of the small and resource-poor farmers struggle
for food security and safety in particular and for a just and
humane lives in general.
Outside
the network, MASIPAG starts building strategic alliances
while inside, it will pursue more awareness/consciousness raising
among partners.
At
present, MASIPAG focuses on the following advocacy issues:
- Genuine
Land Reform (land conversion, CARP assessment, food security)
- Against
Mining
- Biopiracy,
IPR Issues and Biodiversity Conservation
- Genetic
engineering and the entry of GMOs in the country
- Gender
issues
The
three regions have always been consulted for a united position
and analysis of the issues. MASIPAG has been pro-active in popularizing
the issues at the local level.
On
issues that need immediate response, the Secretariat is given
permission to write/issue positions or analyses but should be
reviewed by at least two members of the Board of Trustees and
Regional Project Management Team.
